St. Helena Parish first · Eight-parish footprint
Start in one parish. Build for sixty-four.
We are a rural organization. We do not open in all of Louisiana at once and hope it holds. We prove the model in one parish, extend it to eight, and keep the system ready for the rest of the state.

Where we are, right now
Based in Greensburg, St. Helena Parish. That is not a mailing address — it is the parish we serve first and the parish we are measured in.
St. Helena is where our outreach, our partnerships and our reporting are concentrated this year. Everything we build there is designed to be copied into the next parish without being rebuilt.
Concentrated, not exclusive. A veteran anywhere in our eight-parish footprint can reach us today. St. Helena is simply where we are building the deepest bench of partners, the fullest referral map and the first complete year of evidence.
The eight-parish footprint
Eight parishes across two state service regions. Region lines matter: state agencies fund, staff and convene regionally, so our footprint deliberately spans both.
| Parish | State region | Engagement stage |
|---|---|---|
| St. Helena | Region 9 | Active — first parish |
| Livingston | Region 9 | Building partners |
| Tangipahoa | Region 9 | Building partners |
| Washington | Region 9 | Building partners |
| St. Tammany | Region 9 | Building partners |
| East Baton Rouge | Region 2 | Mapping |
| East Feliciana | Region 2 | Mapping |
| West Feliciana | Region 2 | Mapping |
The remaining 56 Louisiana parishes are already carried in our system architecture. Adding one is an activation, not a rebuild.
Three ways a parish works with us
Reach the unit
Benefits navigation, assessment and referral through the Mobile Triage Outreach Cavalry (M-TOC™) and case management. Start with an intake — by phone, at a table, or online.
Start intakeStand with us at the table
Medical, dental, mental health, legal, housing and utility-assistance partners who show up in person so a veteran leaves with a connection, not a form.
Join the networkGive us a door
A parking lot, a slot on the agenda, a named liaison, a place in the parish emergency plan. The most valuable things a parish can offer us cost nothing.
Talk to usWhat we commit to in every parish
A named point of contact
One person in the parish who answers, and whose name we publish.
A published presence
Where the unit will be, and when — posted before it happens, not after.
A referral that closes
Every referral tracked to an outcome through VI-PAR™, not left at the hand-off.
Numbers we publish
Parish-level results reported whether or not a funder asks for them.
